Dear Residents of Discovery Bay,

It is my privilege to serve as the President of the Town of Discovery Bay Community Services District in 2025. As our community continues to grow and evolve, we remain committed to preserving the unique character of Discovery Bay while addressing the challenges and opportunities that come with growth.

With an annual budget of $26 million and assets totaling $95 million, we are focused on using our resources wisely to ensure responsible growth and long-term sustainability. While new developments have brought growing pains, we are dedicated to pushing back where necessary and leveraging opportunities to secure the best outcomes for our town. Responsible growth is our priority, and we are working diligently to ensure that new projects align with the needs and values of our community.

This year, we are undertaking several major initiatives. Among them is the replacement of a critical water pipeline in the original Discovery Bay neighborhood, which has served us for over 50 years and is now at the end of its life. We are also implementing upgrades and improvements through our Landscape Master Plan, focusing on Discovery Bay Boulevard, medians, and other key areas. In addition, the addition of Well 8 will strengthen our water infrastructure and enhance service reliability as our community expands.

The current town office building trailer which was purchased used is over 40 plus years old and well past its end of life. That and a government report requiring it be relocated away from the town’s water supply has necessitated the building of modular office on TODB property.

As always, we remain focused on our primary responsibilities of providing water, wastewater management, landscaping, parks, and recreation. In addition, as the Municipal Advisory Council (MAC), we collaborate with regional partners, including Supervisor Burgis, the Contra Costa County Sheriff’s Office, and Contra Costa Fire Protection District (Con Fire)—to address broader issues impacting our community.

Through thoughtful planning, strategic use of resources, and collaboration with our residents and partners, we are dedicated to ensuring that Discovery Bay remains a vibrant and thriving community. I encourage you to stay informed and involved as we navigate this exciting time of growth and transformation together.
